December 23, 2008 – Today, CPE released its second report on the critical issue of college access for undocumented students. The Tuition Equity Effect: Measuring the Impact of Providing In-State Tuition Rates for Colorado’s Undocumented High School Graduates, provides a detailed and comprehensive analysis of tuition equity needs and the potential benefits for Colorado. The report examines national demographic trends and the impact these trends will have on Colorado’s decisions about education policy, including college enrollment, dropout rates, income levels and overall well being of communities, and specifically compares Colorado to the 10 states that have enacted tuition equity laws.

Colorado is poised to be a national leader in the emerging “green economy” but must do more to develop a homegrown workforce with the skills that will be needed as new industries are created and existing businesses change to meet demand, according to a new CPE report released today. “Developing Colorado’s Green Collar Workforce,” by Elise Keaton, Matt Sundeen and Travis Leiker, details current nationwide efforts to build green workforces and provides Colorado policymakers with information about the best practices used in other states.

November 17, 2008 - CPE released a new research brief, "Colorado Payday Lending Update," which describes recent developments that will shape Colorado’s payday lending law debate. The brief examines new annual data released by the Colorado Attorney General on the state’s payday lending industry and the election results from ballot measures in Arizona and Ohio, where voters overwhelmingly supported meaningful reform of predatory lending, as well as restrictions on payday lending in other states.

November 5, 2008 – CPE released a new research brief, "The Link Between Education and Health", by Matt Sundeen, director of policy and research. The brief summarizes the findings of a national study by the Robert Wood Johnson Foundation’s Commission to Build a Healthier America and additional data sources, and discusses the links between educational attainment, as well as income, and health care and outcomes.

Released in September 2008, Tuition Equity Legislation: Investing in Colorado High School Graduates through Equal Opportunity to Postsecondary Education, which discusses the state and federal policy context of access to higher education for undocumented students, examines recent developments across the nation, and calls for Colorado lawmakers to take action on this critical issue in 2009. The report was prepared for the Higher Education Access Alliance, a growing coalition of organizations committed to increasing higher education opportunities for all Colorado students, regardless of legal or economic status.
